Home Departments Economic Development Business Resources Regulations & Permits REGULATIONS & PERMITS The City of Lake Forest does not require a Business License in order for businesses to operate within the City. However, prior to opening up your business you may need to obtain special permits and/or meet zoning verifications. For more information regarding the permitting process and steps to start your business in Lake Forest, see the links below. Additionally, the City encourages businesses to complete a voluntary business registration form to provide the City with emergency contact information and to be placed on the City's mailing list. By keeping up to date with the City of Lake Forest, businesses can receive information on upcoming seminars, workshops, and events. If you are a home-based business, you are welcome to fill out the following Home Occupancy Self-Certification Form in addition to the voluntary business registration form. By acknowledging and agreeing to comply with the City's Home Occupation Standards, you may return the completed form to hhairrell@lakeforestca.gov in order to receive a business registration letter.
