Inicio Departments Community Development Planning Planning and Development Opportunities Study OPPORTUNITIES STUDY Comprehensive Planning Process The Opportunities Study is a comprehensive planning process that the City of Lake Forest has undertaken to rezone nearly 838 acres of land zoned for business and industrial use on 5 properties in Lake Forest. The zoning changes allow for a new plan with residential uses and facilities such as a sports park and community / civic center. Final Report In June of 2008, the City Council took the first steps to complete the development of Lake Forest, gaining over $100 million in public benefits for the community. After 5 years of study, analysis and negotiations, the City Council voted to certify the Opportunities Study Final Program Environmental Impact Report, and approved a General Plan Amendment and zone changes for approximately 800 acres of land located near the 241 Toll Road. Planning Process In June of 2009, the city launched the master planning process and environmental review for the proposed sports park. The proposed sports park site (PDF) is north of El Toro Road and west of Portola Parkway.
