The General Plan is a state-mandated, long-range planning document that is considered the City’s blueprint, because it guides growth, traffic patterns, housing, and resources conservation. The General Plan is a comprehensive document and by law must study eight areas, known as elements: Circulation, Conservation, Housing, Land Use, Open Space, Noise, and Safety.
The 2040 Lake Forest General Plan is the City's first comprehensive update to its long-term plan. The update, which relied on a Citizens Committee, public surveys and other outreach, began in 2017. For more information and background about the process, see lakeforest.generalplan.org/
