Unpermitted Sidewalk Food Vendor Risks The Orange County Health Care Agency (OCHCA) and the Centers for Disease Control (CDC) state the top five risk factors for foodborne illness outbreaks are: Improper cooling or heating of perishable food items Improper cooking temperatures of food Dirty and/ or contaminated utensils and equipment Poor employee health and hygiene Food from unsafe sources These risks are all increased due to the food handling methods typically used by unpermitted food vendors. Sidewalk vendors like the one below who cook food are typically unable to meet the minimum requirements for a Health Permit and therefore, pose a higher risk to public health.
